The U.S. blocked a draft UN resolution condemning Iraqi use of Chemical Weapons in '84 by instructing their UN delegate to garner a motion of 'no decision' amongst the Western countries & failing that he was instructed to 'abstain' & thus effectively veto the resolution.Don't believe me?
