Well no,Vegeta and Goku were both SSJ 2 ^^ But Goku can go SSJ3 tho,but wanna know why he didn't? Because SSJ3 asks ALOT of energy wich puts Goku tired after a few mins.So it should have been a waste of energy if he would have used it against Majin Vegeta.
