Thats also why there is a of basic rights. i.e. freedoms that no one can take away no matter how unpopular they may be at a given time, or when given to a particular person.

That's why there should be a strong majority under such a system (67% or more). Indeed the 51% voting out the other 49% can become mob rule that's why we should be protected against such a future outcome.
