it's known as the "Okeh Laughing Record" circa 1923. Also featured on the Tex Avery cartoon. "S-h-h-h-h-h!" I believe it's in the Library of Congress.

Interesting, odd, strange...nevertheless, those types of laughing records was in fact quite popular in several conturies around 1900-10. So this one was released little late - after the "big wave". Have a norwegian, this type of record, from 1904. I have to post it up!
