Kevin Pollack, Kevin Spacey and Jay Mohr are the three best at doing Walker, imo.

Not even. The DCLugi guy has a pretty good Jack Nicholson, but his others are pretty weak.

Dave Coyne's (aka 'DCLugi') Walken impression is the best I've ever heard or seen frankly. Pollack's is decent, but even Jay Mohr's Walken is better imo...

It's a scene from a movie, yes. The movie is called "The Aristocrats," and it a documentary about the classic joke of the same name, part of which Pollak is telling in the clip.
