Vancouver is full of Whites, Chinese, other Asians, and barely any Black people. I was there last year. Beautiful city, but limited diversity. Toronto is definitely more diverse. I don't agree with your "9 out of 10 times" theory, you'll need a source to back that up.

If you want diversity and beauty Vancouver is the city to visit not Toronto. Go to Toronto you'll meet an asshole 9 out of 10 times, come to Vancouver and you'll meet the nicest people in the world 9 out of 10 times. PEACE
