It's not Dr. Phil, it's Jeffrey Tambor, an actor. He was also in Arrested Development and has done voiceover work, most notably as the announcer for Hollywood Squares.

Perhaps I'm immature, but when Hank turns around and sees Phil's mom.. one of the best laughs of the whole series. I never forgot that one :)
