The only problem with that idea is the mexican goverment is notoriously anti business. They're friendly enough with major multinational corporations, but don't like anything smaller.

How about instead of outsourcing to China, where they are doing fine economically and move it to Mexico. The Mexicans don't want to leave because they have everything they need there.
