I suppose if they consent, or if unable, their parents,but I know Diane Arbus is one of the last few people to use challenged people in her work, and died in 71, the same year the disabilities act came into effect, alot of people thought she was exploiting these people, but most consider it high art. Sophia Coppola as well casted someone with down syndrome in Virgin Suicides, and Crispin Glover, I guess it depends on one's stance.

As far as i know all the mentally handicapped people in the video are from Nevada City. I wouldn't consider this exploitation. Also, Sigur Ros has done the same thing in there video for svefn-g-englar.
